What should be noticed is who recruited women and how much they are paid.
Imai agency is a private entity and the woman were recruited through the private citizen and they applied for the job for 300 yen a month when the starting salary for the police was 45 yen a month. link
This is different from Korean claim that comfort women were forcefully abducted by the authority of Japanese army.
As I wrote before, Japanese army was involved in the comfort station in that it regulated illegal pimps, it regulated the rule of comfort station, it carried out VD tests. And Japanese soldiers used the comfort station.
Remember Korea has had the similar system during the Korean war, after the Korean war around American town in Korea. I wonder why the Korean ministry keep ignoring this aspect of gender equality.
