"Ugly Koreans" is a phrase used for many years, and it doesn't just apply to Koreans buying sex abroad. Like the term "Ugly Americans" from which it is derived, it is meant as a criticism—by Koreans—of obnoxious behavior by some Koreans when they travel abroad or behave boorishly (in Korea) in front of non-Koreans.

There's a whole book on the subject.
