It seems it was
the fan club of the singer that doctored the photo and sendt it to the Korean media. The question remains why it did such a thing, though.
There was a birthday party for a Korean singer at Budoukan on July 12th, Japanese media and Korean media reported it. The top is from Japanese media and the below is from Korea media.
