Abductee’s Family in South Korea

“In South Korea the abductees to North Korea and their families are criminals, not victims.”

I don't understand it.
Koreans are said to be nice to victims---it is the other side of their victim mentality.
But abductee's family are victim, then why do they treat them as criminals??
