U.S. embassy instigates hate-Korea wave among Japanese?

A commenter kindly told me that she was not a fervernt supporter of DPJ. She was just thought by many to be a supporter of DPJ. She herself thinks she supports social democratic party.

The one of the most popular Japanese blogger,Kikko's blog reports that U.S. embassy instigates the hate-Korea wave among Japanese by rewriting the article about Korean history;IP identified as U.S. embassy deleted the title "Korean history" and wrote that Korea has no history it has been a client state of China or Japan or barbarian states.

Supposing that U.S embassy wrote that, I don't understand the logic why it means U.S. embassy is instigating the hate-Korea consciousness among Japanese.
BTW. Kikko is a fervent supporter of DPJ.
